Why won't my dog go to the bathroom while we're walking?

He's a 15 month old Soft Coated Wheaten Terrier. I don't walk him every day like I should, but I'm trying to get into the habit of doing that. He does plenty of sniffing, but not once has he gone to the bathroom. Any suggestions would be useful.
