Do you know details of Wes Welker's injury? Start him in Fantasy week 11 ?

I have Donte Stallworth, Lee Evans, Housh and Brandon Marshall as WR. I can't tell from the injury report if Wes will start and play. His injury is listed as "team decision", what the heck does that mean?
