Are public schools teaching that Carter was better than Reagan? Is that why so many youngsters are confused?

I never received strong education about specific policies of presidents until political science and history cl in college. My public school education was more about the what happened rather than who did it, but there was limited instruction about what specific presidents did (Washington, Lincoln, FDR). I think the most critical a teacher in my highschool got of a president was Wilson for staying out of WWI for so long, I think that was the only time.
