What do you do about a family member who has NO motivation?

You really can't motivate people to be motivated. The only real option is punishment, if he has to pay your parents rent he'll need a job. If you kick him out of the house, he'll need a job, If he gets a girlfriend he'll realize he'll need a job. Once he has a job, he'll realize how he will need more money and therefore get a better job.
