How do we make energy companies develop ways to recycle?

recycling hazards waste is impossible it would have to burn into the enviroment and then you would have harmful gases in the air. Bury it was the cheapest way companies could rid themselves of harmful chemicals and not have to pay lots of money to contain them. They need to be made responsible but until the country doesn't need what they have they have a supply and demand and the demand can cause more problems about cleaner safer
