How can healthcare reform be called Obamacare when he is in a seperate branch of government?

He is not in the legislative and not in the judicial, so is not it to be called Democare or Congresscare, but how can a free thinker call it Obamacare, for all he can do is say what he would like to see, but the final product will be and already is MUCH different? How do you justify this statement of name calling?
